I drew a picture, a few days ago. I like it. Its anime style, kinda messed around with filters, etc. SO I WANT YOUR HELP! Any suggestions on how I can become a better artist? I would really like your input. The resolution for this pic is low, because the filesize was too big, but if you want a better resolution pic, without that white streak, go to my art page.

Don't start drawing with anime, no I'm not saying don't draw anime, just start with something else that's more realistic because it will give you more proper proportions, anime, does not give you the best proportions.
You seem to have the basics down pretty well, the shading is a little inconsistent, but otherwise alright.
But there 2 don'ts about filter, don't substitute them as shading, and don't overdo them.(mostly the sword, make the glow a little smaller, and give the sword an outline, it makes it seem out of place.)
