I can't play any games on my computer except WoW. They are choppy (meaning they aren't smooth) even though I've got high FPS. It's not a type of choppyness you get when you have low FPS, it's more like stuttering.
I've tried everything I know and posted on a computer forum and I can't seem to fix it.
I've tried reinstalled NVIDIA drivers, setting PCI-E bus to 100 MHz, running at stock speeds, turning on v-sync, as well as some other shit I don't remember.

I know it's a big investment, but It might be time for you to cough up the cash and get a new PC. It sounds like your current one just can't take the pressure anymore.

Dude I can play all my games on maxed out settings.
Perhaps you have a lot of connection loss? What's your ping?
