For those who are wondering how to level up after you have all your major skills at 100, the trick is to go to jail to lower your skills. That won't lower your level, so you can just regain back those skills and level up that way.

Well then he's level 40, not 60. I'm not actually sure what's the max level cap, but I've seen people with level 53 characters, so it's definetly not 40.
