Boring
Too slow, and it sounds too synthesized to really be scary. Also, a bit of psychology: Fear is mostly a product of incomprehension. Making an unpredictable song amplifies the effect. But this song is -so- repetitive it's hard to get scared from listening.

" Graveyard Mansion " is not supposed to be unpredictable, but suspensfull background music.
Try playing it it the background while playing a scary game or watching a scary scene in a scary movie while the tv is on mute. Then you will truly see the aspect of the song and the purpose.
