This is the Valkylander, a Gunpla that first appear in Gundam Build Divers Re:Rise. It can switch between two modes, the reptile-like GunDragon Mode and the super-deformed, humanoid-like Dragon Fusion Mode. It was built by Patrick Alexandre Leonard Arge, who goes by the diver name Parviz.
The Valkylander was based on the GNY-001F Gundam Astraea Type-F from Mobile Suit Gundam 00F, with elements from the much obscure SD Gundam series Gundlander mixed into it.
Gundam Build Divers Re:Rise is belongs to Sunrise.
