the government is trying to get Annabelle, their powerful weapon back, but all they are doing is only making her grow bigger the more they attack her, this counts as fighting and the more she fights, the more her spark builds up energy which allows her to grow bigger depending on its percentage. In other words, they don't stand a chance.
