So this is Randy's boss, Professor Blackheart. He's the leader of a powerful criminal organization that has its headquarters hidden in the city sewers.

His archnemesis is Dark McPlaidshirt.

Blackheart is of the Dastardly Whiplash type, and is inspired by... well, Snidley Whiplash and Dick Dastardly, but also Professor Fate from the 1965 film The Great Race. But unlike most examples of the type, he's actually competent and runs a huge organization.

I was going for a Rolly Crump look with his design, and in many ways he wound up resembling a villain from Gigantor. I'm not sure where I got the idea to give him devil horns, but I was possibly inspired by the Horned King from Disney's The Black Cauldron. I got the six fingers from the Blue Meanies from Yellow Submarine and especially Zigzag from The Thief and the Cobbler (who is also blue, oddly enough).
