I put it at a 3 because it's very plain. What would be nice to see is shading, highlights, facial expression, and dynamic pose. If these aspect were included in this drawing I'd be willing to give it a 3.5/4/4.5. Although I have it a 3, I'm not saying I hate it. The way you went about the anatomy is awesome. If a few muscle strains were added, then probably a 3.5. The drawing and fundamental are solid. Overall, I think you've gotten the drawing fundamental and anatomy fundamental down, but try incorporate more technical things, such as, lighting, shading, tone, and dynamism it be a something to look forward to.
