To set it as your profile picture
Go to your profile and click on the button that says "EDIT PROFILE"

Then once you click that, click on your profile picture which now says "Drop file(s), or click here to upload" and like what it says, you can ether drag image files to set as your profile picture or click to browse your files and pick which image you want to set as your profile picture
