Sounds like something IF would come up with as a backstory. When, in reality, Compa is perfectly fine, but Nepgear is buckling under the strain of being the sole CPU.

5 years after the conquest ending, When Nepgear established her regime Gamindustri went into a civil war, After losing Compa IF went into hiding traveling the war barren Gamindustri looking for people to aid her fight against the mad CPU.
