I made the top mask out of silicone and the bottom mask out of paper clay.

Coating the clay model with Ultracal 30. I covered it in a few layers of Ultracal and then plaster bandages.

The resulting mold (shiny from solvent I was using to clean the clay out or mold release, I don't remember which one was in this picture)

Cast in 3 colors of silicone

Painted with many layers of colored thinned silicone

Then I added elastic straps. There are obviously details I didn't mention so feel free to ask if you're interested in this kind of thing.
