Many people have reported a figure in dark clothes and wearing a hood, roaming the alleyways at night. The mysterious individual has been reported to use physical force on individuals that have a background of criminal history. Attempts of catch them has been proven difficult and considered to be highly dangerous. This individual know how to hide their identity well and all we know of is that, the individual is usually referred to as male. if that their even a male.
