Oooh, very interesting design! First off I like the palette you used, it really helped highlight the figure and important feature in the lighter colors while everything else fades to black. It also gives off this cold, mysterious feeling as well. I also like form and perspective, especially how you can tell that this creature's collar is frilled for example. The head and hat shape is very cool too, I like it a lot. Great work, keep it coming :D
