This is a soft and hard chalk pastel drawing. It depicts a personified rainy El Nino drying up in Southern California (SoCal). El Nino was expected to bring lots of storms to Southern California, but it hasn't made an impact on California's drought. The things reflected in the pool represent recognizable features of SoCal--palm trees, mountains, Los Angeles, LAX airport, and vineyards. the 'Hollywood' sign is also present, as well as a steer skull representing California's livestock industry, and a "Help conserve water" sign that reflects the government's efforts to combat the drought.
