The Rapid Response and Defense (R.R.A.D) Program was created shortly after the rebellion on Regol 7. The United Federation of Systems saw how ineffective their standard infantry units were against the guerilla tactics and improvised weaponry of the rebels, and so they sought to remedy this problem through sheer force and intimidation.

Officially, the R.R.A.D. Units (colloquially named Radicals due to the project recruits being staunchly pro-federation) were made to help with disaster relief, interplanetary warfare, and "peacekeeping." However, most Federation citizens see them for what they really are: a symbol of the Federation's power.
