potions, just like in other media, have the effect of altering an individuals capabilities for a limited amount of time.

they're useful buuut they're also pretty expensive because they can only be made by various peddlers who have expansive knowledge of the "arts" (this term includes things like magicka, the arcane, alchemy, etc.)

And even then only potions that have been sanctioned by The Holy Order are allowed distribution rights. Only the most basic potions like a small vitality potion or various antidotes fall under this ruling.

This causes potions to become a sort of black market, outlawed item.

the black market is flooded with all types of potions, if you can imagine it someone is most likely selling it. everything from intelligence to love potions can be exchanged for coin, raw materials, or even the soul itself...If that's what the seller is asking for.
