Milinka got her scars in childhood, when bomb fell down on her house. Loss of family memebers and overall tragedy shaped her stern personality.

Also becasue of that incident seh joined military where spent almost all of her entire life

During Bombings, Milinka was kid, her house was destroyed and she lost her father. She and her mother found refuge at their good family friends place. Part of this family was Helena, Tim's mom, and Riley's stepmother. Two girls were growing up together, and Helena became sort of older sister for Milinka.
