This is called vitiligo, a persistent or chronic condition in which areas of skin lose their normal pigment and they can become very pale or pink, this affects about 1% of the world population, people usually get affected before 20 years of age (in most cases) and this can happen overtime and pigment can return but it is not guaranteed.

Many people with this have been bullied and abused because they have this condition, but people should see how beautiful it really is (and it really is) and give love and support for these types of people, we are all gorgeous inside and out.
