This is the 2nd character from my OC drawing request thread. They're named "Jean-Luc Augustine". The original creator included a little backstory...

"He's the ghost of an evil genius who's been pulling the strings backstage, telling the United Nations what to do for over twenty years now. He is cursed, however, forced to attend to every afterparty hosted in the countries of France, Belgium and Nicaragua- if any of his names or aliases are mentioned, intentionally or not."

This was a tougher one because of how different it was from what I normally do and how simple of a character it is. It would have been lame to just draw the character and nothing else, so I tried to do a little scene reminiscent of the image they provided. He's daydreaming of taking over the world while being stuck at one of the infamous afterparties he is cursed to attend.
