How did you get that awesome 80's filter over the picture?

I used Photoshop CS5 to colour this mug, and under filters, there's a "Noise" filter I clicked after adding a slight blur to the image first.

80's style anime!!!! HOW did I not find this until now?!

I love how Ross designed her tbh--from the Mario Maker helmet to the shark teeth aaa. I think she also had a joint hangin' out her mouth in his sketches xD
