This is the Overseer, ruler / creator of the multiverse of GREED

Overseer is currently in his weakened form however, which is why he looks like a male Kyubey or space cat. The thing behind him is a silhouette of what he actually looks like when he is at full power.

But thanks to Gang and Umbra he's now stuck in his weakened form for a couple of centuries. But that doesn't mean that the Overseer is helpless in this form. In fact his weakened form has some use with its increase in speed. In this form he can also expand his "Universe Tail" to use as an extra appendage and morph it in many shapes for multiple situation.

He does require that some body feed him each day which is... weird
