To answer CsoiretgeFsM's question, it's less "running out of ideas" and more "trying to recover financially after that big Chaiyou Productions fiasco where Chaiyo basically tried to make their own Ultraman stuff but didn't really have any right to do so. This is also the reason Ultraman was replaced with Gundam in the Ready Player One movie. Tsuburaya did end up winning the case, but now they're just trying to get their budget back up. This is also why each Ultra series so far has only been around 25 episodes.
That said, this is a GREAT picture! Of course, I always thought this particular attack of X's was a bit much, you know? Just MASSIVE collateral damage.
