One of the oldest followers of Emperor Valkor, the Force adept known as Cina Onae has known Valkor Vangeli since before the Forceless Collective was created. Following the death of Valkor's avatar (as she insists, his symbiote's avatar) on Ockla Prime and the decay of the Valkoran Empire into another Forceless cult, Cina has taken a keen interest in Zolph Vaelor's abilities to feed on Forceless. She will do anything to bring out his full potential, but for what purpose is unclear.

As for the location, this is indeed the Valkoran base on Blenjeel. For those who haven't been reading Paranormalities, you may be wondering why anyone would build a base on a planet that is infested with giant sand worms. Well, they wouldn't have if they didn't carry out a planetary bombardment first.
