Lilac, Head of the Hypnotic Creatures Department

First of all, a swarm of disembodied dicks or other sensual body parts is called an Orgy (this is a scientific term, trust me :3) 


Second of all, Say hello to Lilac! 


Head of the Hypnotic Creatures Department of the DHMC, it's his job to take care of hypnotic animals and plants in the Masilaw area. 


He feeds the tentacle monsters, helps out team spiral as a consultant when dealing with violent creatures. Takes care and tends to any creatures brought in that may have sustained injuries from living in the city. 


He also helps out people with animal-like biological functions, whether you are a beast person or have just been recently transformed against your will.


He also helps out the Chemicals and Drug Department whenever they need to figure out antidotes to certain hypnotic "poisons".

He has a small swarm of Mesmerflies constantly orbiting him and nesting in his hair, he cannot get rid of them, he has tried.


Having a swarm of hypnotic butterflies constantly around you would be really big annoyance, but thankfully Lilac possesses a Gift.


Beastspeak allows him to have an "understanding" with creatures he talks to, it's not always words he gets back, but it's enough for him to tell his swarm not to bother his co-workers.


Tho accidents still do happen.


Lilac is weirdly immune to a mesmerfly's happy dumbing glow.
