Fear of the rising water, of course, is a reference, to the level of new websites and trying to keep up with them is slowly starting to become too much for these international favorite websites.
The water coming up as anxiety, slowly consuming them and there's nothing they can really do about it, it's like being lost in the middle of the ocean with nothing to survive off.
