Not bad, really.
But your phone numbers leave something to be desired. For instance, none of them were SEVEN DIGITS. The police department should have naturally been 911, I'm not sure how you overlooked that. 411 for information could have been funny also. But, this is a good start. Keep at it.

Cracked Bell telephone. Dial a number and hear a funny message.
Cool idea. Bad execution. One would think that the dial button would get you a dial tone but if you press the dial button you have to listen to the most annoyingly voiced woman in the world talk about waiting for your call. Come to think of it this is probably an action script bug. Does pressing "dial" with no number entered = zero? If you fix that this would be much cooler. But even better why not just animate a hand taking the phone off the hook? And emulate the operation of a real payphone.
Oh well. Good job anyways. Funny stuff.
