Just go up and get close to the rope and then Steve will climb it and reach the axe on top.
How do you save the receptionist?

Actually he can't be saved anyway but you can extend his living this way:
- After interact with him on seg I, don't go back to the group and wait 2 minutes. He will advice them to go to their room.
- Take the lighter inside the reception cabin on segment II.
- Keep Rafe and Penny together while they go down the basement.
- After entering the first door in the mines go to the left and take the higher door.
