Not bad for a demo...
But there could be changes made. Some of these may have already been suggested but how about..
- better A.I. (the criminals take too long to shoot)
- music (How about something from GTA?)
- more variety in criminal costumes (different colours, different designs, etc.)
And that's all I got to say about that!

Since you already created a final version, I'm not gonna be too specific in my review.
I think this game could be very good, and it's actually a great deal more complex than it seems (I especially like the little picture on the left that shows where you shot the last bad guy).
I wasn't sure what the number in the upper left was (usually in the 80's or 90's). Add something about that to the instructions.
Also, could add a little more Tuti-style humor in the game. Something to do with semen, perhaps?

A glorified game of whack-a-mole. Nothing really sets this apart from the rest of the NG sniper games.
This is a demo so far. I haven't really seen a whack-a-mole where moles were running away (see Mission 2). But I agree that mission 1 seems like that.
