Animation was decent, not great. Tweens were decently implemented. The art was sub-par, nothing that won't improve with practice though.
Action was pretty poor. Choreograph more thoroughly, fights should have more than two or three actions. I get that you were trying to convey how powerful mewtwo was but you didn't build it up enough in the beginning to be exciting.
Playing the invincibility track over the main theme was absolutely terrible. Two tracks at once is always awful. Come on, man.

And just my personal opinion, it's hard to take anything with "swag" in the title seriously.

I'd like to address a few things.
First, I wouldn't call the art 'sub-par' by most standards, but there is room for improvement like you say.
As for saying that a fight needs more than two or three actions, I disagree. While having more 'events' in a fight generally makes it more interesting, a very short clash between opponents can be just as powerful if not more so. That's not to say the setpieces with Mewtwo wouldn't benefit from more actions, but it's just food for thought.
The invincibility track, at least the first time it's played, may be problematic; I tried to lower it a bit the second time when Mewtwo Y strikes. I think if I had lowered that track everywhere enough, it wouldn't be a problem.
Lastly, I realize 'swag' is a silly word that can't really be taken seriously, but you have to consider how serious this piece is even trying to be. I mean, Goku shows up out of nowhere and PacMan shits out cherries at the end.
