It's more like 'the collective opinions of all regular NG BBS users', these awards have been running for years.
You know, why so few votes for a nomination?(Im rookie here:D)

You mean why not more users voted? I don't know, might be a lack of motivation, might be because the voting takes place on one of the years busiest holidays (Christmas)... the latter's what kept me from voting, I missed out on it completely. Or maybe users don't feel like they know enough to vote, not sure, let's see how it goes next year!
