My advice, don't give up on the actual movie; just take your time on it as it comes.

Cool. It has a good feeling to it. I can't give a higher rating because it being an incomplete work, sorry, but it would be disrespectful for other animations. Overall good enough quality. If it were finished I would give it 2.5 at least, I would need to judge the story.
P.S.: The characters' style look a lot like Oreimo's (an anime).
