I'm curious if the framerate is suppose to be like that. It's not that it really bothered me, I'm just wondering if it's my computer or the animation itself.
But truthfully, this was still great.
The framerate varies from 24fps to 12fps. I used that for both to save time inbetweening and to emphasize something important. When the framerate slows down you take notice and the moment feels stronger. This has been used often in live action filmmaking. See Slumdog Millionaire, Saving Private Ryan or Gladiator for example.
