It just came to me right now, maybe Hank was looking for a low level Nexus Arena dude, and the Hank, Sanford, Deimos, and other fun characters in Nexus Arena, are actually imperfect clones of the REAL characters, since the concentrated bad-ass-osity broke the cloning machines, which explains why you can't play as them.
