Clearing up the storyline a bit.....
Well, same things I've said before, the reason all this started was shown in good ol' Madness Combat. When Hank began his life of crime, the A.A.H.W (Agency Against Hank Wimbleton) was formed, and at the head was the Sherriff, with Jesus and Tricky as high-ranking officers. Rather than live his life on the run, Hank thought it better to just bring down the the Sherrif, and let the rest collapse with him. So, Hank and his two associates-Sanford and Deimos- set out to kill the Sherriff. When they dicovered the the power of the Improbability Drives, they knew they must destroy them, too. When Hank finally succeeded in killing the Sherrif, the Auditor took over. After the events of Abrogation, there was still one Improbabilty Drive left over, the Secret Improbabilty Drive, which is most likely the Sherrif's, seeing as how it was never destroyed. So, even though the Normality Restore Proccess has been initiated, it is unable to completely restore the normality, due to the single active Improbablity Drive.
