Nintendo never admitted that. It wouldn't make sense if it was the truth. It would be the first branched Evolution without one of the stones.
The reason that it evolves into Kangskhan can also be because its the next value in the memory (this is how Missing no. was even obtainable).

Missigno is the code of the evolution of marrowak to kangskhan! It's a broken code that the producers removed and put it somewhere else lost in the game, if you evolve missigno it gets to kanskhan! That's why missigno appears here, he throws up his evolution :P
