hmm...

What I got from it:

By the looks of it. It has a kind of Lupin the 3rd feel, but now it's from the inspectors' views. A kind of comedy based on the way it played out. There will be three inspectors. A sort of Three Stooges. They will solve crimes and all that, and there will be that dastardly villain. It has the feeling of a cartoon from back then. Similar to... Maybe Secret Squirrel. That's it... Secret Squirrel. That's what this reminds me of.

OR

It COULD be from Lupin's view and these guys are thieves. That would explain the zip line, hiding behind the brick wall, and going into the factory. It's really that guy with the scar and the LACK of much to suggest they are detectives. Besides the coats, hats, and that guy. Of course... They could be the kind of detectives that do THAT kind of work... Spies I guess.

Questions:

1. Is the animation for the episodes like the animation to this?

2. No cops?

3. Needs more to convey which direction the story is. Thief or detective?

4. This is just a wild guess... But is it "The T(eam)"

Other:

1. This probably wouldn't fly as a opening if it were to be on air, but like you said, it's a test. There are some small problems, but they would fix them if it were to go on air.

2. What might fit perfectly with this is gadgets in-show.

3. The ending reminded me of Venture Brothers.

4. Love the look and symbolism. Especially the end.

To tell the truth. I can't really tell you whether this is good or my full honest opinion unless I see an actual episode with this in it. Sure a opening can be entertaining, but like a title, if it doesn't have much relevance to the story as a whole then it would be like starting an episode of Dora the Explorer with Michael Bay explosions.
