There are no regulations stopping internet companies from doing this yet none of them have done what the video describes and that's because they would go out of business immediately if they did. Net neutrality is just a way for government to begin gaining control over the internet. Do you really want the FCC who fines people millions of dollars for saying simple four letter words to be in charge of your internet?
