Pretty good
Your a good drawer but you need to work on your lip syncing and the smoothness of the movments. Also, get a sound for the transaction otherwise it looks weird. Good luck improving :D

Needs a lot of improvement
You can obviously draw, but you're animations are lacking. That was something like 3 or 4 minutes long and it felt like it wasn't finished at all.
I would rather see 30 seconds of great animation than 3 minutes of half finished, half arsed animation. With a bit of practice you could easily do that, instead of submitting things like this and getting scores of 2.5's spend longer understand animation and learning new techniques, then submit something better to get something more like 3.5.
Also; Backgrounds.

I've gotta say, there aren't many Naruto parodies here on Newgrounds so that's a good thing that you're starting posting this. Anyway, I see that you really can draw, some animations looks better than others and it looks like you didn't have much time or you just rushed this one through.
It was a pretty okay fan flash with some randomness but I would like you to watch some other parodies of Naruto here on Newgrounds to get some more inspiration.
Also, try using more frames and animations since it will be more enjoyable to watch instead of watching a guy's mouth only moving which is very boring.

Doesn't make sense.
I don't understand this at all. If you ever decide to work on this again, focus on a great storyline that will help your work SO much more.
