I'm sorry, it was an insta fail
I believe some testing is needed,
Single click or double click after selecting the police did not move them at all...
Obviously this made the entire game unplayable, though the music and atmosphere was definitely smack on.
Develop this some more and do some prudent testing then re-release it and I'm sure you'll be a front page winner ^_^

Hi,
The issue with the police not moving is caused by a bug in an old version of Flash. The fix was released approx a year ago - please download a new version of Flash from http://get.adobe.com/flashplayer/. We have uploaded a new version of the game which checks the current Flash version.

A few improvements can be made
I'm sure this is a WIP, so I'll still give you a ten, but here a few things for the next version.
More levels, as everyone said, though I'm sure you're already working on those
More units, to go with those new levels
Pressing number keys to zoom to squads
Squads being selected when zoomed to
Extend the class three timer to five minutes, three is just way too short
there was no tutorial
i dont thin the game even works i cant get the police men to move
Nice game but...
i have a few pointers:
1. people wouldnt randomly be out on the streets.
2. wouldn't the army come and help?
3. civilians are smart enough to bunker up and hold out
