Well... nothing happens. Flash cartoons generally need to have a plot. All that this one has is flashing colours and a stick figure that moves his arms a little bit. Decide on what you want to communicate to the viewer, and then use that as a basis for the rest of your flash.
Good on you for including a very visible warning about the flashing lights though. Well done, it gets you the three stars in this review.

There is music (+1) and animation (+1), plus the clip doesn't loop (+1). Well done so far. Besides that your animation lacks concept and flashing colors are in itself not a pleasent thing to look at. The jumpy animation may be what you were going for. Drawing leaves space for improvement.. lots of space.
So: Get an idea, develop a concept, take time drawing and animating and post the next entry on newgrounds.
