The piano piece gave it a great atmosphere, and the animation was smooth and went along well with the music. That alone would be enough to give this flash a high score.
Seeing as how this is for a project, and the time limit doesn't allow for much development or story, the premise is actually pretty good. The characters are simple yet have their own style to them, such as the guy having a pretty disproportionate body.

I wouldn't call it Hertzfeldtian, but I could see that you had the basic astheics in play. It was nice, and I hope to see more from you in this style. You obviously have the talent.
My humble opinion: Not too bad.
The animation was simple but rather nice to look at. I think it would have been more interesting if neither the eye or the person spoke. It might be a bit more difficult for them to communicate their thoughts without words but I think it would have worked better with the atmosphere of the rest of the movie.

the timing of their talking was a little too slow, and i thought it was weird that you tried to make it look like it was frame by frame, hand drawn animation when it obviously wasn't. you're weren't using his style, you were imitating it in a very cheap fashion.
