Has a number of issues to solve

I played game long enough to the beat the campaign and try out some of the custom levels. I did enjoy it, but I was irritated with some of the issues. Here's my lowdown.
On the plus side, I actually enjoy these kinds of tactics games. This one in particular emphasizes the use of cover and knowledge of passable features on the battlefield (for instance, troops can't pass through some objects, but bullets can). What kept me in the game is the edit-a-troop feature-and that these troops can be used for the campaign. This has a large number of weapons and has the potential to allow for a variety of playstyles. Yet it seems to be very abusable, unless the player doesn't use a certain tactic described below and sticks with the default setup.
On the minus side, the game needs a bit more work with controls. For some reason, you decided to use a right click menu interface, which can get confusing because the natural way to cancel actions is left click on the same soldier or on empty ground. Even more confusing is that the majority of flash games I've seen don't even use the right click menu.
It leads to some serious issues. Sometimes, I click on a soldier, but change my mind and don't want to move him. When I get back to that soldier again, the game would count that the soldier moved that turn, with no ability to undo (this has happened when one of my injured soldiers was in the line of fire, and I could only sit and watch as the enemy blows him away). Sometimes, I might even unintentionally get the Adobe Flash website popped up on my browser, since it shares the same menu.
But most importantly, it involves the attack action. I often was confused as to how to cancel attack since there's no obvious cancel function other than to left click on another friendly soldier (like after the move action). But when I left clicked on a friendly soldier, the soldier whose attack action I wanted to cancel out of instead shot the friendly soldier. At first, this was quite hilarious, but then, I've actually done this quite a number of times that it's annoying-and I have to blame it on the non-intuitive controls.
Instead of the right-click menu, I suggest to handle all menu actions with the left mouse button upon clicking a soldier, and use icons that pop up. It definitely requires a description of controls-not necessarily saying a walk-with-the-player tutorial on the first mission, but rather, some brief descriptions of controls in the Main Menu as well as the Options Menu.
Level ups could be more frequent or you could squeeze the upgrades and guns in the edit menu a little bit closer in levels. For instance, I finished the entire campaign at level 7-ish; I'd think most players who want to do only that will be irritated that not everything is already unlocked without level grinding, considering this is a flash game. Change the level up sound too-I found it irritating, considering that some players use headphones.
In the edit menu, I suggest to use numerical statistics instead of those slider things for each weapon. This is up to you, though if you choose to keep the markers on a line graph approach, make them a different color or the outline darker to contrast with the background. I didn't even see the notice the handles at first, mostly because they blended with the light gray background.
All those issues aside and the kinks straightened, I nevertheless found the game quite enjoyable-but quite broken. By equipping everyone with Springfields (and later on, Mosin Nagants) with high caliber rounds, it is possible to outrange all enemy soldiers except the enemy Sniper and the General (the latter with their higher move radius). The final "1-on-1 showdown" boss battle was quite anti-climactic and consisted of the lone enemy general within range of my lone soldier with Mosin Nagant to snipe him for a one hit kill. As a result, I do think that the sniper rifles seems to be overpowered, as the ability to hit the enemy before the enemy can get to you really becomes the difference maker.

It was ok

The game is ok, boring though. It felt a bit repetitive, and time wasting. The strategy and leveling ideas were good though.

needs alot of work

you need pre-game instructions and a better lay out for designing troops and it needs general touch ups everywhere. you released this game way too early
