My opinion on which works are good is simply this: no matter the genre or the medium used, if a flash is well animated, is interesting and enjoyable, and complies by the rules (i.e. credit given to those responsible, acknowledgement of ownership of sounds, images, etc.; contains no highly questionable content), then it is deserving of praise and should be judged fairly.
