It makes sense
This flash is basically a summary of the Rules sections, which many don't even know about, so these kind of submissions are more than welcome from time to time, to enlighten the people. I can't really see anything wrong with it, it's straight to the point, clear and gets the job done. I did however expected to see the "Abusive content" be more specific in a way, but it's a very subjective thing and you can't really say what's right and wrong.
Overall, a nice and informative flash, good work!

I actually never really took the time to learn the whistle and flagging system of Newgrounds.
This compacted everything you needed to know in easy digestable bits in 10 mins.
