u can usually only get away with bad animation if your script is laugh out loud funny.
maybe just uh.. work on the funny.

animation - ouch, man, that wasn't very good at all. maybe try practicing more before you try your hand at this stuff again. flash isn't easy like many of us think but all it takes is some practice.
voice acting - you either need a new mic or you should try different recording programs, that or just practice voice acting some more cuz that kinda made my ears wanna bleed.
overall - could use alot more work and time into it, but it at least made it past judgement so i can give you credit for that. make better use of your oval and line tools to do your animations and it isn't a good idea to try to draw everything by hand.
rating - 3/10. not to be harsh about scoring but it wasn't really that good.
1 for animation, 1 for effort and 1 cuz im a nice guy and not a total douchebag.

It just wasn't that funny.
The animation was awful.
And the voice acting was terrible.
It might have been more funny if it's other flaws weren't so obvious,
but still I doubt it.

This...was...erm, weird, to say the least. I don't care about the quality of the flash, but you could've at least squeezed in a punchline or two there. I didn't get the joke, really. 2/10, mate, for lack of sense of humor.
