No, it's a pretty standard sort of plot device. I've never heard of Lois Lowry either. (Until now - I just googled that book.) Also I just discovered (thanks to Google) that "The Discarded" is a short story about a bunch of mutants who were sent away from Earth on a spaceship... and it was made into a TV movie wth Stephen Hawking as the "host" of the show, recently. :D

That was one of the greatest pieces of art that i've seen ever. The sound was awesome, the drawings were expressive, the voice acting was incredible.

I sometimes slept 6 hours a night, if I was lucky!
Character design eh...
Step 1: Choose a subject (from real life, not from a cartoon)
Step 2: Choose an art style
Step 3: Render the subject in that style
Step 4: Decide on a standard model for the character in that style
Step 5: Draw them over and over doing different things. Over the course of this step, the character with evolve slightly, until it hopefully reaches a stable form that doesn't change significantly every time you draw it.
There's more to it than this, but I hope it helps. (My characters are usually pretty simple and stereotypical.)
