Yeah, it was called Matrix Rampage and was by this guy. It says so in the author's comments section. And you can see it under "Submissions by "Gamebrew, aka the guy that made both games.
Apart from that, great game, enjoyed it as much, if not more than the first.

I liked it. I liked it a lot. Longer story mode would be cool, but its probably my favorite arcade-style game. well done.
