You should make the music a bit softer, to do this i would get an audio editing program. Also, did you do the breathing of the dog with tweens or frame by frame? If not tweens, next time, if possible try to find a way to tween it, so it wont be so choppy. Also, take the time to make a back ground, the white was annoyingly bright and distracted from the flash.

That was a great picture of a dog breathing. Try to make the dogs head move with the breathing, mostly because you can see white where the body is stretching by his neck. Also, come up with a story. Most files that get through the judgement stage have a story that is... well, normally pretty good, even though the animation isn't good. Make that dog throw up a hand, or... have a guy walk in and say, "Hey, Fido! I'm home from work! Who's ready to get neutered?" or something and you'll definately get a higher score.
