Its actually not too hard a level. Spoiler below:
Aim your first dart along the left triangle edge. Use max power to hit most if not all the coloured bloons along that side, avoiding the ice bloons. The second dart should hit 10-12 of the bottom coloured bloons, again avoiding ice. With your final dart skim along the bottom hitting the ice bloons. You should be able to get the 33 required.

Fun, but difficult
Only complaint is the level of difficulty. The first level is generally considered the easiest in video games, yet this one can take anywhere from 5-10 minutes.
