Good for the Boredom
It's not like every building game. Which is a step up. lol The addition of a puzzle level, which is very SimCityish like, adds more difficulty to the game. Not to mention the different sways of each building being created adds a nice touch of variety. Well done. Very easy to pick up and easy to play.

I found that it IS possible to pack well over 90,000.
About the arrangement, I think mine, shown below, is best.
( you need to build following specific order,
and of course, build over existing buildings, and once you progress,
you cannot build again...)

Maximizing Score in Build City
There are two options, stay with a build that you can always build, or maximize yellows. In a maximize yellow plan, I had 9 buildings (4 red and 5 green) that I had to accept as is at some point.
I used a

to start, placing the best reds on the corners of the inner 3x3. Then once I was satisfied with the scores on the reds and greens I began the yellows and changed the above to Yellow. At this point all the yellows and blues can be updated, but none of the reds or greens.
